Try opening a command window in administrator mode -- and cut/past the command from REG_MSCOMCTL.BAT into the window (or type it in). I seem to remember a report once in which that was the only way that person could get it to register.
This was it! I had to copy the mscomctl.ocx manually into the \system32\ and \SysWOW64\ directories, and then get it to register via the command window in administrator mode.
