You could also try using Avisynth and some filtering. SPresso at some very light settings can be undistinguishable but reduces the required bitrate by 5-15%.

The main point is that 6000 kbps would suffice for a reasonable x264 encode, and I would expect x265 to provide better performance. What's your opinion of the comparisons and is the fault or issue now clear?
