Who? The one called Fox 1 (aka Fox Home Theater) first showed up in a collection of XviD matrices as far as I know. It was obviously sourced from a 20th Century Fox DVD. I don't know the person that first made it available. The how has been explained elsewhere in this thread. It was probably done using ReStream as I don't believe DGIndex had that ability then.

The ones called Fox 2 and Fox 3 were supplied by me for Rockas's add-on to DVD-Rebuilder. Fox 2 I got from a DVD. Fox 3 I created from pieces of two others. I believe it was Hank that gave all three of them the names used in his encoder. The idea was that each compressed the video more than the one before (output a smaller file size), for the same quant value.
