EDIT: Apparently using command prompt [I assume best if Run As Administrator] can easily delete locked file.
And I thought only windows XP has this little irksome problem.
EDIT: Maybe a simple reboot would enable deletion.

EDIT: Also, press CTRL/SHIFT/ESCAPE (for windows Task Manager) and see if virtualDub is still running without a window, if so then kill process [reboot would also probably fix this].
