ChangeLog for ffhevc 4.1.9

* Rename hdr option to hdr10. Requires latest libx265 compiled from the default branch
* Rename hdr-opt to hdr10-opt. Requires latest libx265 compiled from the default branch
* Support HLG (Hybrid Log Gamma) HDR
* Some minor psy-rd/rdoq tunings
