The reason the movie is encoding for movie-only (even with FORCE_NOENCODE set) is because the original is MPEG-2 and you're outputting to an AVCHD format. That's the default when outputting to a DVD+-R (for greater compatibility). MPEG-2 isn't legal for AVCHD, it only accepts AVC, so it has to be converted. MPEG-2 is, however, legal for standard Blu-Ray (which is what you have to use for a full backup).
