Hard to say, as you didn't even tell us what encoder you were using (LAME, Vorbis, Nero AAC) or at least provide your log
Please give me
exact instructions how to reproduce the problem you have encountered and I will be able to analyze and, if it is a bug, fix it.
(Oh, and it might also be helpful if you tell us how you "measure" the resulting bitrate and conclude that it is wrong)
