The LAME project does
not release any binaries. Only sources. I check out the sources from the CVS repository on their official SourceForge.net web-site and make my own build.
Another great site for getting pre-compiled binaries of various audio encoders/decoders is
Rarewares.org. Oh, and LAME v3.99 is in BETA stage now
