BD-RB has an option to automatically convert PAL frame rates to NTSC frame rates (please forego the "they don't exist in the digital world" speech). But... it also adjusts the audio.
I'm away from my office right now for a week, but I'll do some tests to see if I can repeat the issue when I return.
