There's no "best", but IMHO, LAV Video is a very good and stable H.264 DirectShow decoder, which is based on libavcodec. In software mode, its performance can be compared to CoreAVC, even outperform with high bit-depth H.264. It also support hardware-accelerated decoders, include CUVID, DXVA (native and copy-back), QuickSync. And it's free and open-source.
EDIT: I just answered the above question, didn't intend to troll or anything. As CoreCodec has abandoned their product, I think people deserve to know other alternatives if they want.
