I will repeat to you the first encoding advice I ever got, when I asked a very similar question over a decade ago. The words are burned into my memory even today:
1. Locate trashcan
2. Place DVD in trashcan
3. Order NTSC equivalent
It was good advice then, and it is good advice now (except these days there's usually a bluray you can get instead). There is really no reason spending inordinate amounts of work on trying to improve hopelessly ruined sources when there are better alternatives easily available on the market.
Also, the style of advice so influenced me that I'm still trying to live up to the spirit of it even today.
