It's because the normal deinterlacing process assumes TFF while DV is BFF.
Besides, have you used search, because this topic was discussed in the past, also there are guides how to transfer DV to DVD.
It stutters because of the deinterlacing. Leave it deinterlaced for DVD player (but remember the BFF issue).
