He's talking about placing 1.33 material in a 1920x1080 frame, yet keeping the AR by encoding black bars on either side (as opposed to above and below for 2.35:1 material for example).
The actual resolution of the useful video in the frame is 1366x1080. (
This is how 1.33:1 blurays are encoded)
