I deleted the line TWEAK_ALTERNATE_NV=--vbv-maxrate 50000 --vbv-bufsize 50000 in the .INI file
and added mBitrate=50000 in the ALTERNATE.TXT
It looks like this:

BDRebuilder works now, so it was my mistake.
But the max bitrate output, after encoding, was 40000.
So 40000 is the maximum value for NVEnc encodings, I guess.
