It seems it has to do with something Microsoft did with their Game Mode implementation in Creator's Update. After doing some research on games stuttering I updated to build 16288 and the issue is mostly gone. Guess PotPllayer uses different code paths that avoided Game Mode hooks being called in FS or something.
