Yes, set power profile to maximum performance in the Nvidia control panel (but just for MPC HC, not globally). Then you won't have maximum clock either, but GPU should stay in boost state.
But why would you want to do this? The GPU should choose a higher clock fast enough.

There aren't any drawbacks over CPU when using DXVA2 CB, LAV is doing this very efficiently.
However, maybe you don't want to enable it for 4k since the Kepler VPU isn't fast enough for 4k with high bitrates.
