No. Neither is better than the other... they are just different. If you want to do one pass and don't care about the size -- you can just pick a quality level you'd like to keep and do a CRF encode. If you want to ensure your output is within a range (such as the size of a DVD) you choose ABR. Two pass ABR will usually give you the best quality you can get for a certain target size.
In BD-RB, there also is a routine that does sample passes using different CRF values to try and guess the output size -- but the accuracy is limited.
