You need two pass:
eac3to audio.ac3 output1.wav -edit=0:47:10.200,-3200ms -no2ndpass
then the -31.9dB gain is not applied and the glitch is deleted.
eac3to output1.wav output2.wav -edit=0:47:10.200,3200ms -silence
now insert the silence at same point.
