The best industry recognized encoders for H.264/H.265 are x264/x265 respectively.

The best encoding settings vary depending on the source material.

Currently, x265 doesn't offer tangible benefits over x264 in FullHD and lower resolutions when preserving quality is paramount. x265 becomes better when encoding at very low bitrates though but quality will suffer immensely.

There are excellent tools for your purpose; to name but a few:
- RipBot264
- BD-Rebuilder
- StaxRip
- Handbrake
- and more ....
Still you need some basic knowledge for using these tools properly. Googling will help.
All these tools are using the "best" encoders, you don't have to worry.
