It seems that your version of ffmpeg simply does not write the custom SEI with these infos (for whatever reason). It should work with the builds from here.
For some reason ffmpeg's preset medium seems to have open-gop "1" as default, though.

It seems that MeGUI presets are mostly with open GOP enabled, I just faced this issue and found the solution in this thread.

Use the option 'stitchable' from x264

Thanks to this option, you can do several x264 encodes, mux into MP4, concatenate your MP4 and now final file is seekable.
