Cross-reference physical DVD location with track/chapter?

I believe this is my third post. Still wading into the technical details of the DVD format with another general question.

Is there a tool that will give me the track/chapter/time for a given linear position on the disk? For example, if I buy a commercial DVD set and scan the disks for PIE/PIF issues, and one scan shows irreconcilable problems at the "5510 MB" mark, I'd like to view that part of the disk to see how bad the problem is, without watching the entire 3-4 hours of content. Perhaps some players can show a physical location based on a chosen track or chapter, but in this case I want to do the opposite.

AFAIK, no, but you can get the sector number and see in the IFOs where it belongs to.
