request help for freeing a file

I am trying to update and recompile a FQPlus dll in x64 bit on microsoft visual c++ 2013 . I am getting an error message in Link 1104. On checking the file folder an older version of dll with same name is existing. When I try to delete it I get a message that the file is being used by virtualdub and cannot delete. However virtuldub was closed and I am able to open other avs script files of other plugins as well as use FQPlus.dll with virtualDub and execute. It appears that the FQPlus.dll file has been released was not recorded by system. Where should I look and how do I correct this? I am on windows 10 OS

EDIT: Apparently using command prompt [I assume best if Run As Administrator] can easily delete locked file.
And I thought only windows XP has this little irksome problem.
EDIT: Maybe a simple reboot would enable deletion.

I'm killing "suspended" processes with procexp64, just make sure it's running with admin privileges.

Many thanks to you all. Prior to posting I tried some of these and did not see virtualdub in the task list, but possibly missed to check user processes. I ended task it is now OK.
I did not try rebooting because it always tries to upgrade OS and fails. All options in the boot repair dialog I tried several times. It finally removes one upgrade after another and it settles. It takes nearly an hour to get there. So I am always postponing installation of upgrades.

I keep a copy permantently on my W10 devices. [just double click the "wushowhide.diagcab" file, it is an executable]
Stops the main 6 monthly updates, also can block individual updates on W10 [mine both W10 Home, x86 and x64].

However, the main updates tend to switch back on every so often (dont scan for new updates), and I end up having to delete
all of the downloaded update files and disable updates again.

I've frozen my tablet/laptop 2-in-1 thingies on 1709.
