Given people are learning AV1 is software, I would stick with H265 where settings are pretty well known.

I assume you have a powerful system as need a 4000 series RTX.
If so consider H265 software encoding for 1080p as with a powerful CPU, won't be too slow.
I use NVENC H265. as encode quite a lot , so quicker, use a good amount of bit rate , for older movies use KNLmeansCL Light, as I feel tradeoff to picture so slight for gains.
I get pretty good SSim PSNR scores , except for 1 in 20 old movies where must add something to throw those checks . But when I check, it looks fine enough for me. Have heard some movies throw in hard to encode random noise, not sure it true
