VLC and x264 for live tv streaming

Hi,
I have VDR running on Ubuntu Server 14.04, streamdev-server plugin, vlc-nox, and x264 (any many other things, but not relevant here).

I use externremux.sh to access live tv with EXT when viewing away from home or when on a device that doesn't support native TS format, bitrate, resolutions, etc.
I use a low power and very resource low Atom 330 Intel board with 2GB of RAM as a small home server. Despite of its low performance it is doing a remarkably good job.

Anyway, I'm experiencing to find the best combination possible to achieve the best possible stream quality on this quite low powered system.
I tried mencoder, ffmpeg and vlc-nox.
I have some problems with mencoder and x264, probably didn't compile mencoder correctly.
I also have some problems with ffmpeg, not sure what. I will troubleshoot this later, however, I think vlc is better then ffmpeg for this.

VLC is however working very nice. I tried mp4v and x264, and I find x264 to be much better in terms of quality. For audio I'm using mpga now (downmixed to mono).

My current line for x264 is this:

me=hex, subme=5, bframes=1, ref=3, preset=medium, level=4

Resolution is width=384x, and bitrate VBR=512.

Audio is ABR=32, mono.

Using the above settings the atom is able to transcode the live tv stream and I get a fairly nice picture quality. I do have some questions, and I hope you can help me to guide in the correct direction:

1) what should I try to increase, resolution or bitrate? Or what would give me the best picture quality, slightly lower resolution with higher bitrate, or vice versa?

2) what other x264 options do you suggest to add or remove, change? Thinking of getting the nice balance of speed/quality.
