Reencode my videos fast way

Hi, would like to reencode my videos to smaller resolution.
Input is *.mkv, I can create the *.avs script myself.

Ideally would be if i can right click on a file and select something like "reencode".

Or maybe select a preset, because some are made from DV and some are from 1080p camera.

What tool to use and how?

Any gui with batch mode will do what you want.
