Resizing Help (Marginally)

Video Resize, Upscale in a small amount

1. Among the different resize filters what is the best filter to UP-SCALE a video in a small amount?...

My scenario:
I have a video with 1280x714 resolution. I want to convert it to reduce size into MP4 x264. Usually I play in PC.. but i would like to make it more compatible with hardware devices.
Therefore I would like to upsize 714 width into 720 to make it dividable by 16.
Also I feel if it is stretched like this, the pictures would look nicer, than in the original ratio!
My question is what is the best resize filter for it?
As I think, there won't be much difference, but THEORETICALLY what are the best AVS resize filters to do a marginal upscale?

2. The other question is if i resize like this, would it affect the video in a negative way?
Usually i do not like big upscales, normally a waste of disk space... Also sometimes some sharp details would be ruined...
But since this is marginal, would if affect negatively in a significant amount theoretically?

3. If it does affect somehow significantly, should I skip resizing and go with 714 since I usually play in PC?

...I don't know what's "best," but Spline36 looks very good, noticeably better than Bicubic:

Rule 12 part 2! Do not ask what is best!

Theoretically Jinc could be even better quality than Spline36 but Spline36 is good too and much faster.

2) Again theoretically there would be damage from any resize. This is nothing compared to the re-encode though.

Newer devices should be able to read 1280x714 and display it properly. There shouldn't be a need to pad or resize.
Usually, that's for converting to a disc-mode like AVCHD or other.
I think even mobile devices would add blacks bars to compensate.
Going for complete hardware compatibility, you should just re-encode the source to flat 1280x720 with the bars included.
Every device works differently and has different settings, and even calls everything differently than other hardware.
I've seen so many devices just not care what they call their display options.

If you're playing on PC, primarily, keep it as is without re-encoding and not worry about device playback.

If you're deeply concerned about keeping 1280x720 for device compatibility, why not just use the source and re-encode with nothing cropped before resizing?
It would be better than re-encoding your already_encoded video.
Even if you use the same settings you used before. You're looking at a 2nd gen degradation (more banding, compression artifacts, etc). 3rd, if you count the conversion to disc, assuming it's a bluray or something.

THANK YOU VERY MUCH EVERYBODY

Since I re-encode... I think that resizing effect is negligible... so im going with it...

raffriff42 have posted an example... according to that it is clear....
But i have tested different filters to downsize.... I found no clear difference between Bicubic Soft and Spline64.... I wonder why!!! (it was a 720p to 480p downsize)...

Related to general upscaling, I found in some place that nnedi3 and lanczos4 are better than Spline36..... how about that?

nnedi3 can only double the height, which is way overkill for you. Spline36 vs Lanczos (3 or 4) is a matter of taste, Spline is slightly softer, Lanczos is sharper but causes more dark and light halos around edges.

well, I'd like to use bicubicresize (x,y,b=-1,c=0) for downsizing, the result is extremely sharp and looks good and gives benefits if someone wanna upsize the image again with nnedi3
