Quality compression problem

Hello guys, im having a problem with a compression of a video in h264 with staxrip & Zarxgui,

The problem is that whenever I have a poor quality output, but use quality mode 1 (which should give a quality "lossless") but always noticed that the quality is not as good as it should

here is a sample of what my avisynth script and the resulting Q: 1

the problem is mainly in the blanket, it lose all the debanding
