Am I able to check the delay done to a track?

If I have an MKV that has an audio track that's been delayed can I find the time it was delayed if the audio file itself before muxing wasn't delayed?

Use MediaInfo or eac3to to know the delay of a audio mkv track over the video track.

You can also use gMKVExtractGUI. Sometimes there's also a video delay, or just a video delay.
gMKVExtractGUI displays any absolute audio delay, as well as the audio delay relative to the video.
If MediaInfo happens to show a negative delay for the audio it's a sure sign there's a greater video delay, as there's no such thing as a negative delay for MKV streams.
