NTSC 29.970 fps -> 23.976 fps?

I got a NTSC videosource (DVD-movie) which is 29.970 fps, and that I want encode it and to set it to 23.976 fps. What is the recommended way to do this?
MeGUI-analyze recommends this script for this source:
tfm(order=1).tdecimate(hybrid=1)

Does that mean that the DVD is telecined?

How do I cut a VOB-file? I know I can cut MKV in mkvmerge.

EDIT: Nm, this seems to work to cut VOBs:

EDIT2: Never mind, after the third try, VobBlanker still cut out a too big piece, even though I set 'cut' :P Thanks anyway, for trying to help.

Use DGSplit to cut the VOB.

Or you can set a range in DGIndex and then do "save project and demux video". Upload the resulting M2V file.

Yes, it's been telecined. You can tell by the 3 progressive frames and 2 interlaced frames in every 5 frame sequence. You IVTC it to return it to all progressive and 23.976fps. You use the script as recommended by MeGUI (although the sample doesn't show it as being a hybrid) that uses TIVTC, or perhaps the Decomb IVTC (Telecide/Decimate).
