mpg's display aspect ratio

I wanna change a mpg (mpeg1 video) file's display aspect ratio without Re-encoding.I've tried restream and DVD Patcher,both of which can handle mpeg2 well but can't handle mpeg1 correctly (wrong display aspect ratio) .Is there any software to handle this?

Demux and use restream then remux. Or use DVD Patcher.
