MKV - 25 to 24 Chapters?

I got a "Chapter" cuts (or is it called "entries"?) saved in 25 fps. But I want to sync/slow down the speed to 24 fps, is that possible and if so, how?

Also VobSub, is it possible to change the speed from 25 to 24 also and might it be possible to do a delay or edit it in some kind of software without having to do a OCR?

EDIT: I did find ChapterMaker, but I cant set the speed, the 24 or 25 fps won't change anything.

Simply adjust the timestamps by multiplying by 25/24?
