x265 - VBV bugs causing explosive white macroblocking

Has anyone else seen sporadic (only on some content) explosive white macroblocking with x265 when encoding small chunks of 4k video using CBR mode?

I saw this quite a lot prior to 2.8, but it does still occur for me.

Just curious if anyone else has seen this, and if the x265 team is aware of it.

I remember this being a problem a long time ago in x264 (particularly if using many threads) Back in those days it was due to the VBV panicking and erroneously going into starvation mode.
