Metafier is a proprietary tool from Dolby for working with Dolby Vision metadata files. It's not free or public AFAIK, tho surely most tools that work with Dolby Vison processing include it.

No, profile 5 can also use not IPTPQc2 and be marked as compatible with HDR10. Example: https://sylvan.apple.com/Aerials/2x/...K_HDR_HEVC.mov IPTPQ c2 profile is also marked as full range per Dolby.
