The main issue with those kind of cards, like GT 1030 and plain GTX 1050, is that there is no 4GB version.
Due to 2GB VRAM only, those cards could definitely have problems displaying the 4K resolution. On the other hand, a much more capable GPU like AMD RX 550 has more 3D power, 4GB VRAM, costing around the same price like GT 1030 with a very low TDP too.
