Audio codec - development question

Hi there, I came across this site and thought you guys may be able to help me.

I am designing a website for a client and they have audio media that is encoded to only work with the manufacturers player and not windows media player.

As my client wants to stream it over the internet with a standard web player how difficult would it be to write the relevant codec. I have the technical specifications of what was changed originally to the audio file to enable it to be encoded.

If someone could advise please as I need ideally to have this codec written by the end of June if possible. I am willing to pay for this development work if reasonable costs.
