to recap - to reproduce this with your setup you will need:

TV - setup in BLURAY mode rather than PC
TV - deep colour must be on
PC - desktop must be 4:4:4 FULL RGB 8bit - 2160p
PC - Movie must be SDR and play at 2160p@23hzhz (23,976)
AMD RX card, any driver.
MADVR - TV output set to 10 bit
MADVR - FSE has to be on (I think, i'll test this later)
MADVR - tick use DIRECT3D11
Everything checked, but unsure about deep colour, I have checked "HDMI UHD Color" in TV, is it that feature?

Can not reproduce.

@mclingo

this problem happens with MPDN if i remember correct yes?

first issue i see here. you tell people to use 8 bit output at the GPU but madVR is supposed to output 10 bit.

the issue i see here is that AMD is going to "fix" this and there is nothing madVR can do about it.

the steps i see to isolate this issue are:
GPU at 23p 10 bit RGB madVR at 8 bit
GPU at 23p 10 bit RGB madVR at 10 bit
GPU at 23p 8 bit RGB madVR at 10 bit
GPU at 23p 8 bit RGB madVR at 8 bit

everything points at the GPU driver or display but...

but not at 3840x2160@50/59/60 Hz if you are using HDMI.
We must wait for HDMI 2.1

1. You need 10 bit display -> see EDID in madVR options in properties of device.
2. If your display supports 10 bit, madVR should with default setting "auto" 10 bit windowed. It does it also here, so it is working fine.

the display edid or bit deep has nothing todo if you are able to use 10 bit windowed.

in the end madVR is not sending the image to your display it is sending to the GPU driver.

I assume it is paused which it is and I press play even though there is no OSD. My display flashes into HDR mode. Audio begins and the picture is frozen on a single frame. If I navigate forward or reverse, the movie begins to play normally. So I start with MPC-BE instead and none of this funny business occurs. It just starts and plays like it should. Both MPC players use identical settings. I'm using the latest current nightly builds of each. Both players performed as expected before upgrading to v.0.92.15 fwiw.
I have upgraded to v.0.92.16. The above ^ still occurs and there is no change. This behavior occurs on all formats and containers (HDR, SDR, ISO, MKV, etc).

I have always used LAV D3D11/auto. If I switch to DXVA 2 copy back/GTX 960, at least the MPC-HC OSD is present but without fail, it starts paused.

To be clear, this is not a complaint and just presenting a bug. Very appreciative madshi continues development and all of us hamsters would be lost without madVR and madshi's continued dedication. Thank you.

What splitter and decoder do you use?
Try external LAV Filters latest nightly, prefer all 4 filters.

I've uninstalled madVR 0.92.16 version.Reinstalled old madVR0.92.14 version.All is normal as usual.
Thank you very much.

As stated, I am and always have used LAV Filters and yes of course, they are all set to preferred. They are updated and replaced into the MPC-HC LAV Filter x64 install folder as well. Fwiw, I have always used 5 players for testing and usage over the years and have a fair idea of the basics for all of them. Everything I use is the latest release preferring its nightly except nVidia GPU drivers which continue to be flawed since v.385.28.
