Adding black borders back

I have a MKV x264 encoded video file in format ratio of 1920x1040 of which I assume the black borders were cropped.

I would like to author this to a BD that will play, but BD compliant video requires 1080p.

Is there a tool that can add back the borders in a non-destructive way?

I assume likely not and a renencode would be needed.

I did a similar project that worked out well.
Reencode is needed though.
