Reduce to 10MB

What are some tools that can reduce the file size of any video, no matter how large it is, to 10MB or less?

A black hole should squeeze the file nicely. Problem is, it won't be accessible afterwards. If a black hole isn't within reach, try 2-pass encoding where the video bitrate is set to a value that, along with the duration and audio bitrate, equates to a file size of 10 MB. It will vary, and encoding may not converge on that bitrate if it's too small or big. Use a bitrate calculator, such as this one, to work out the video bitrate backwards from a final size.

You can try with the power of Avisynth:

Trim(0,-1)

gives you only the first frame.

1) Use MD5 to compress your videos to 128 bits.
2) Wait for the quantum TV sets to play your MD5s.

Close. I was able to get it down to 11.2 MB using vvenc QP63 medium at 1080p and no audio.

Well, I was a little surprised it came out that watchable at 45 kbps. The much-maligned VVC has a use case after all

Later, for the audio, I tried Opus at 5 kbps, but it sounded worse than a cassette that's been cut, spliced, and trampled underfoot. xHE-AAC, with a bitrate of 40 kbps, by way of exhale, was clear.

As for that intergalactic criminal, who hails from my home planet, the Quantum Police ought to apprehend him before he reaches Proxima Centauri, to which he takes flight at present, hoping to build the colony of Muskerica

Absolutely, all these fancy new codecs aren't really much of an improvement over x264 with high quality video, but they do dramatically better when you really squeeze the bits for all they're worth. (Partly due to the way gigantic transforms effectively downscale the video at the extremes.)

It's interesting, from an historical point of view, that x264 reached (mostly) critical mass of technology and implementation.
