VCD Video can be:
¼ D1 NTSC (SIF) 352x240x29,97p 4:3 ¼ D1 NTSC (SIF) 352x240x23,976p 4:3 ¼ D1 PAL (SIF) 352x288x25p 4:3 so no interlaced. May be this is related to a software named iVCD. https://macdownload.informer.com/ivcd

VCD used MPEG1 Video , xvid is MPEG4 (DVD MPEG2)...
the mentioned matrix seems to be an MPEG2 Matrix, I found some mentionig in another thread. https://forum.doom9.net/showthread.php?p=658111 why are you asking, what do you want to do ? Encode a VCD? SVCD? DVD ? |

I'm confused...
Do you want to encode an MPEG-2 video stream compatible with the DVD standard or do you want to encode an MPEG-4 ASP (XviD) video stream from a DVD source?
